Following the recommendation of the seminar, an open university in India was established on the basis of examination. Beginning in 1974, the Indian government appointed an eight-member working class at the open university, with G.
The working group recommended establishing an open university with a parliamentary action as soon as possible. They recommended that the university should have national administrative authority so that once fully developed, any student, even in a remote corner of the country, could obtain an education and a degree (Working Group Report, 1974).
The working group suggested a number of steps to be followed in the teaching and management procedures of an open university including: admission process, age rest, academic adjustment, setting group scholarships in various fields, establishment of learning centers, curriculum vehicle, live communication with teachers and so on. On the basis of the recommendations of the working group, the Union Government prepared a draft bill for the establishment of the National Open University, but for some reason, progress was delayed.
